Old Law booksThe Office of Supreme Court Counsel was created by the Court in 2005 with the hiring of the Court's first staff attorney. ​Since that time, the office has grown to five attorneys and one administrative assistant. The office is supervised by the Court’s Chief Counsel, Joey D. Moya, who has served in that capacity since the founding of the office.

The primary responsibility of the office is to assist the Court with its rulemaking function. The office provides staff support and research and drafting assistance to the Court’s many rules committees, boards, and commissions. Staff counsel also assist the Court with its adjudicative responsibilities by providing legal research and writing assistance upon request.
